FOR THE POST OF CIVIL ASSISTANT SURGEON-SPECIALISTS THORUGH

WALK-IN-RECRUITMENT

1. Applications are invited from the eligible candidates for the post of Civil Assistant Surgeon Specialists in APVVP Hospitals under the control of Commissioner, APVVP.

2. Recruitment is through regular basis and contract basis.

3. Requisite educational qualifications, other eligibility criteria and selection procedure are mentioned in Annexure-A. Application proforma is attached here with.

5. Local candidates are eligible to apply for the regular recruitment. Non-Local Candidates can also apply; however, they will be considered for the contract basis subject to availability of vacancy and non-availability of Local candidates. Further, if local candidates are not fitting into roster points, they will be eligible for contract basis recruitment.

6. Interested candidates are requested to attend the walk-in-recruitment with the following original certificates and one set of xerox copies

   1. SSC certificate or its equivalent (proof of date of birth).

   2. Certificate of P.G. Degree / P.G. diploma/DNB.

   3. Marks Memos of all years of P.G. Degree / P.G. diploma/DNB.

   4. AP Medical Council Registration Certificate.

   5. Study certificates from class 4th to 10th class. In case of private study, local candidature certificate for the seven years period proceeding to 10th class in the prescribed proforma from the Tahsildar concerned. Candidates migrated from Telangana state shall submit certificate of local candidature as per G.O.Ms.No.132 & 133 dt.13.06.2017. In absence of the suitable certificate, the candidate would be considered as non local candidate and he would be considered for contract appointment only.

   6. Social status (including valid EWS) certificate issued by the competent authority, in absence of which candidate would be considered as open category.

   7. Certificate of disability issued in SADAREM in case of orthopedically disabled.

   8. If person belongs to Ex-service man, certificate on the same.

   9. Contract Service certificate from the controlling officer concerned i.e. DM&HO / DCHS/ Superintendent of GGH /Principal (for the period after completion of PG degree) Contract service will not be given without proper service certificate from the DMHO/DCHS/Superintendent of GGH/Principal.

   10. In case of doctors who are presently employed with state or central Government, NOC from the appointing authority.

7. Candidates shall attend the O/o Directorate of Medical Education during the schedule day and submit their application in the formats attached with the notification/ provided in the venue. No application will be considered other than submitted by the candidate on the day of schedule.

8. Details of speciality wise vacancies& roster points will be notified before the scheduled walk-in recruitment. The vacancies notified now include the vacancies anticipated up to 31.08.2023.

ANNEXURE A

(To the Notification 7/2022 Dt 12th October 2022)

1. Education Qualification:

   
   

   1. Must have passed PG Degree / Diploma / DNB in that particular specialty or its equivalent qualification included in the schedule –I of the MCI Act, 1956.

   2. Registered in AP Medical council.

   
   

   Civil Assistant Surgeon Specialist

   
   

2. Age:

   1. OC candidate should not have completed 42 years as on 12-10-2022 (should not have been born before11-10-1980)

   2. EWS/SC/ST/BC candidates should not have completed 47 years as on 12-10-2022 (should not have been born before 11-10-1975)

   3. Physically Handicapped persons should not have completed 52 years as on -12-10-2022 (should not have been born before 11-10-1970)

   4. Ex-service men should not have completed 50 years as on – 04-08-2022 (should not have born before 11-10-1972)

      
      

3. Rule of Reservations will apply as per A.P. State Govt. Rules in force.

   
   

4. Local candidature:

   1. Candidates who belong to Andhra Pradesh (AP) only need to apply. (Local candidates who studied from 4th Class to 10th Class in the State of A.P. and candidates who migrated to any part of AP from the State of Telangana within a period of 3 years from 2nd June 2014. (As per G.O. No. 132 GAD Dt.13-6-2016 & G.O.Ms.No. 133 GAD 13.06.2016). The non local candidates will be considered for appointment on contract basis only.

   2. In case of private study, local candidature certificate for that particular 7 years period preceding to the year of passing X class, from the competent authority in Form Appendix-I (certificate of residence prescribed vide Sub clause (ii) of clause (a) of para 7 of the Presidential Order) (proforma is herewith enclosed). Candidates migrated from Telangana shall submit certificate of Local candidature as per GO No 132 & 133 dt:13.06.2017. In the absence of the suitable certificate, the candidate will be considered as non-local.

   3. The Residence Certificate will not be accepted if a Candidate has studied in any Educational Institutions up to SSC or equivalent Examination such candidates have to produce study certificates invariably.

5. Pay and allowances :-

   
   

   1. For regular appointment:- Scale of Pay: Rs.61,960 to Rs.1,51,370/- and other allowances as admissible under the rules in force from time to time.

   2. The specialist doctors posted in the hospitals located in tribal areas will be paid 50% over basic pay as an additional incentive.

   3. For contract appointment :- a consolidated pay of Rs.1,30,000/- per month in rural areas and Rs.1,60,000/-per month in tribal areas.

   
   

6. Selection Procedure:

   
   

   1. Merit list will be prepared for all the candidates who attended walk-in-recruitment and submitted the applications. Merit list will be prepared based on the following marks matrix.

   2. Total Marks: 100

   3. 65% will be allocated for aggregate of marks obtained in all the years in P.G. Diploma or any other equivalent qualification.

   4. In addition 10% will be allocated for P.G. Degree /DNB/ Equivalent qualification.

   5. Those who are not having PG marks memo or grade, percentage of marks to be taken as 50% (50%x75=37.50). It is the responsibility of the candidate to obtain and submit marks memos from the competent authorities where ever grades instead of marks are issued.

   6. Regarding the Grades: (Marks will be considered as 75%) (As per Govt. Memo No. 4296/A1/2015, Dated 22.04.2015)

      
      

      1) Grade – A	Distinction	75% to 85%	mean 80%
      2) Grade – B+	Above Average	65% to 74%	mean 70%
      3) Grade – B	Pass	50% to 64%	mean 57%

      
      

   7. Weightage up to 10 marks @ 1.0 mark per completed year after acquiring requisite Qualification. Weightage will be reckoned up to the date of issue of notification.

   8. Weightage up to 15% will be given to the candidates working / worked on Contract/ Outsourcing / Honorarium basis including COVID-19 service as shown below subject to their satisfactory service certified by the competent authority, as per GO RT NO 211, HM& FW(B2) Dept., Dt:08.05.2021, GO Rt No.573 HM&FW(B2) dept. dt.01.11.2021 and GO Rt No.07 HM&FW(B2)

      dept. Dt.06.01.2022, Govt.Memo.no. 3740784/B2/2020 of HM&FW (B2) Dept., dt.14.02.2022 & read with circular no. 03/CHFW/2022, dated.11.02.2022 of the Commissioner of Health & Family Welfare, A.P. If any individual worked less than six months for COVID, the weightage shall be

      0.8 marks per completed month will be awarded.

      
      

      Weightage to contract service based on working area:

      1. @ 2.5. marks per six months in Tribal Area

         
         

      2. @ 2.0 marks per six months in Rural Area

      3. @ 1.0 mark per six months in urban areas

      4. No weightage will be given for the services less than six months for non-covid service.

      (V) Spells of services rendered will also be considered.

      
      

      i. The Medical Officers who worked on contract/outsourcing/honorarium basis and discontinued for administrative reasons i.e. for want of vacancy will be eligible for contract weightage.

      
      

      1. Maximum weightage for Government service rendered on contract /out sourcing /Honorarium basis in Tribal/Rural/Urban areas including COVID-19

         duties is 15%.

         
         

      2. The COVID-19 weightage shall be applicable only to the persons who have been formally appointed by a competent authority authorized under the relevant covid orders/GOs and are appointed by District Collector or any other competent authority based on orders issued by Government from time to time and certified by the controlling officers (DMHO / DCHS/Superintendent of GGH) to that effect as per GO RT NO 211, HM& FW(B2) Dept., Dt:08.05.2021, GO Rt No.573 HM&FW(B2) dept. dt.01.11.2021 and GO Rt No.07 HM&FW(B2) dept. Dt.06.01.2022, Govt.Memo.no. 3740784/B2/2020

         of HM&FW (B2) Dept., dt.14.02.2022 & read with circular no. 03/CHFW/2022, dated.11.02.2022 of the Commissioner of Health & Family Welfare, A.P. COVID weightage will be considered to those who submits appointment order for COVID-19 management, Monthly attendance certificates and Bank statements indicating payment of monthly remuneration along with COVID weightage service certificate.

      3. Contract service will be reckoned up to the date of notification as per Govt. Memo no.4274/D1/2013, HM&FW (D1) Dept., dt.10.07.2014.

      5. In-service candidate:

         
         

         1. Candidate who is already in service and desires to attend walk-in-recruitment shall have to obtain NOC from concerned Director/Commissioner/DME and enclose the same.

            
            

         2. Such candidates, if already claimed benefit of weightage in the earlier recruitment will not be getting the benefit for second time.

            
            

         3. Such candidates, if selected, will have to submit accepted resignation letter from the concerned Director/Commissioner/DME and then only will be permitted to join as Civil Assistant Surgeon-Specialist.

      
      

7. The decision of the selection committee as per G.O. Ms. No. 109, HM & FW (A2) Dept., Dt. 23.6.2014, Govt., Memo No.4298/A1/2015 HM&FW (A2) Dept dated 22-04-2015 and G.O. Ms. No. 154, HM & FW (A1) Dept., Dt. 4.5.2002 in all aspects and all respects pertaining to application and its acceptance or rejection as the case may be, the selection or otherwise of any candidate shall be final in all respects and binding on all concerned.

   
   

8. Important information to candidates:

   
   

   1. Undergoing P G / Super Specialty course are advised not to apply. Permission will not be given to continue their PG/Super Specialty course under any circumstances, if selected.

   2. Selected candidates will be posted to any medical institution as per requirement of the department.

   3. if selected, he/she should stay at the bonafide Head Quarters compulsorily.

      
      

9. The recruitment is subject to the outcome of any O.As/W.Ps pending before court and likely to arise in the matter.

   
   

10. The selection committee also reserves its rights to alter or modify regarding conditions laid down in the notification for final selection and also posts notified.
