The attention of all the Dy. Educational Officers, Mandal Educational Officers and
Headmasters of Mapped Schools in the district is invited to the references read above
wherein, all the District Collectors in the State are requested to constitute a District Level
committee under the chairmanship of Joint Collector to examine the representations
received from the Hon’ble MLA’s and Public opposing the policy decision of the Government
pertains to mapping of schools under implementation of NEP-2020 in accordance with the
norms prescribed by the Government.
Accordingly, the District Level Committee was constituted and also constituted
subcommittee with three officers at Mandal level to verify and report the factual position to
the District Committee. The District Level Committee has examined the proposals basing on
the remarks and recommendations of the Mandal Level three men committee with
respective the prevailing rules and guidelines issued from time to time and recommended
for submission of the proposals to the CSE, A.P., Amaravati.
In the meanwhile, the Commissioner of School Education, AP issued instructions vide
circular in the reference 8th cited permitting the District Collector to reverse the decision
taken in mapping such PS/UPS as per existing rules and guidelines, the District Collector,
Vizianagaram in the note orders 9th cited has accorded permission to reverse the decision
taken in mapping of schools in respect of the 45 Primary and Upper Primary Schools in the
District in order to considered the representations of the Hon’ble MLAs and Public.

In view of the above, the District Educational Officer, Vizianagaram is pleased to
reverse the decision taken in mapping of schools in respect of the 45 [Annexure-1] Primary
and Upper Primary Schools in the District as per Annexure appended to this ready reference,
the remaining 35 schools [Annexure II] which are not considered for exemption from
mapping will be continued under mapping and the HMS concerned should ensure to take
necessary steps accordingly for shifting? of students, handing over the records etc., or
otherwise held responsible for non implementation of the Policy decision of the Government
and further consequences.
The Deputy Educational Officers, Mandal Educational Officers and Headmasters of
mapped schools concerned are requested to take necessary action accordingly and see that
the regular instruction will be conducted as was done in previously in the schools now
exempted from mapping without any deviation.

They should ensure that if any adverse reports or representations are received
regarding the lapses in mapping of schools and inconvenience to the students even after the
completion of this exercise and if they are found to be genuine, then the Officers concerned
shall be held responsible and stringent action initiated against them as per APCS (CCA)
Rules, 1991 for dereliction of duty, negligence and non-compliance with government
directions.
