Instructions for the issuance of Income Certificates by the Revenue Department: The Government have issued instructions time to time outlining instructions for the issuance of Income Certificates by the Revenue Department to ascertain the Below Poverty Line (BPL) status of applicants for purposes such as school admissions, scholarships, welfare schemes, fee exemptions, etc.

ORDER: The Government have issued instructions time to time outlining instructions for the issuance of Income Certificates by the Revenue Department to ascertain the Below Poverty Line (BPL) status of applicants for purposes such as school admissions, scholarships, welfare schemes, fee exemptions, etc.
An analysis of over 75 lakh Income Certificates issued in the past two years reveals that they were primarily issued for four purposes: admission to Educat:ional Institutions, acquiring scholarships, accessing various benefits from welfare schemes, and obtaining exemptions from application fees when applying for state or central government positions. The majority of these certificates are related to educational activities.
In t:his context, it is widely acknowledged that assessing individual or family income can be exceptionally challenging and subjective, particularly in cases where there are no formal sources of income or where an accurate assessment relies on a multitude of data from different income sources. With the implementation of the Six~step validation Process through the Village and Ward Secretariats, the necessity for a separate certificate to independently verify an applicant’s income has become less relevant.
Given the aforementioned considerations, a meeting was convened with all relevant departments and their respective Heads to address the issues pertaining to the issuance of Income Certificates and to propose appropriate measures to the government. Specific recommendations were put forth during this meeting, as mentioned in the reference 3rd read above.
Consequently, following a thorough examination of the measures proposed in the meeting and in cont:inuation of the directives outlined in the reference 2nd read above, the following orders are hereby issued: a) The Revenue Department will provide Income certificate to all school students in Class X and XII in case they are not issued. b) All Welfare departments of the state government like Social Welfare Department, Department for WCDA &SC, BC Welfare, Tribal Welfare, Minority Welfare departments etc will no longer require an Income Certificate for administration if any of their schemes with immediate effect. The Income Certificate will be replaced with a Six-step validation Process, which is already in use. These institutions will collect applications with beneficiaries’ Aadhaar Numbers, compile the application data, and send it to the GSWS Department for the Six-step Validation Process. The GSWS Department will complete the validation process and provide the eligibility list to the institutions within one day. If any cases have failed in the six-step validation, such list will be sent to the Revenue Department by the user Department for confirmation of income and the Revenue Department in turn send the income status of each one in the list: to the user department within a period of three working days. Basing on the same, user Department shall take necessary action. c) For scholarships of all kinds, the existing process of the Six-step Validat:ion will continue. No department will ask for a separate Income Certificate. The Six-step Validation will occur right after the admission test and before counselling or the conclusion of the admission prgcess to determine which students do not need to pay fees.
d) For post-matriculation scholarship applicants, Income
Certificates will not be needed, and the Six-step Validation will
be used to confirm eligibility.
e) The GSWS Department .will integrate the Six-step
Validation as a nearly real-time service into its citizen services
and welfare scheme application processing software. This will
enable immediate certification of eligibility for requirements
like exam or job application fee exemptions.
f) However, for specific cases like EWS Certification for State
and Central Government jobs, other Central Government-
related needs, and the Jaganana Videshi Vidya Deewana
Scheme, the present procedure of issuing Income Certificates
as mentioned in the reference 2nd read above will continue.
g) The GSWS Department will adjust their software
applications to capture the specific Category of Use (such as
EWS Certification for State or Central Government Jobs) for
which the Income Certificate is.`being issued. The GSWS
Department will also ensure that an Income Certificate is only
issued when the Category of Use is clearly indicated in the
application form. The Revenue Department will update the
application form to include this category of Use requirement.
h) If there arises a disagreement or uncertainty regarding the
Six-step Validation process, the individuals involved can seek
resolution by being directed to the GSWS Department.
In case of any new requirements or exceptions, the
Department concerned shall take the concurrence of the Revenue
(Lands) Department.
In all other respects, the process and conditions as outlined in the reference 2nd read above shall rerriain applicable.
All the Heads of Departments, Institutions, Societies, Corporations and other stakeholder organizations shall ensure that t:he above instructions are scrupulously followed in letter and spirit.
The Special Chief Secretary & Chief Commissioner of Land Administration, Andhra Pradesh, Mangalagiri, Guntur shall communicate this order to all the District Collectors and Tahsildars in the State for wide publicity.
