All the District Educational Officers & Ex- officio Project Coordinators and the Additional Project Coordinators, Samagra Shiksha in the State are informed that the National Education Policy 2020 proposes the revision and revamping of all aspects of education, including the educational structure, regulations and governance, to create a new system which is aligned with the aspirational goals of 21st century students.
NEP 2020 – Introducing Vocational Education for students in Grades 6 to 8 : (NEP 2020 recommends the following – Chapter 4.26)
a. Students in 10-day bag-less period with local vocational experts such as carpenters, gardeners, potters, artists, etc.
b. Curriculum and Pedagogy in Schools: Learning should be Holistic, Integrated, Enjoyable and Engaging.
c. Bag Less days with enrichment activities like arts, quizzes, sports, and vocational crafts.
d. Visits to higher educational institutes in their respective areas.
 
AP- Hub & Spoke Model
Hub and Spoke Model is a unique model wherein schools with robust infrastructure will be identified as hubs and new schools (without the requisite infrastructure) will be attached to the hub schools
NEP 2020 (para 16.5) and the new Skills Hub initiative also promotes and suggests utilizing the existing infrastructure in an optimal way. Hub and Spoke model align with the objective and widens the scope of offering VE to a wider number of students with available resources.
Roles & Responsibilities of Principals/Head Masters:
The Principals/Head Masters have a very significant role to play in making Centrally Sponsored Scheme of Vocationalisation of Secondary and Higher Secondary Education (CSSVHSE) successful.
The programme is operated under National Skill Qualification Framework (NSQF).
The following pattern of the Vocational Education Programme in Schools which is differentiated into Academic and Administrative will be coordinated by the Principal/Head Master.
Academic:
Students Enrollment: The Selection of Students as per NSQF guidelines that is for each Vocational Trade/Course. The enrollment should be not more than 50. Each Student is eligible for only one Trade/Course. While admitting the students, an undertaking from the parents to retain the student in the school till completion of Level-2 / Level-4 of Vocational Education.
The Principal shall allot sector wise periods @ one per day per level to the Vocational Trainers duly making necessary provision in the school time table from 9th to 12th Classes.
Vocational Trainers Services Should be utilized for only NSQF Vocational Classes and they should not be used or involved in other School works i.e., Administrative works, Classes Commencement for lower or other Classes or any other School related works or activities.
Each trade has a dedicated vocational teacher who conducts 6 periods classes per week (4- Practical and 2- Theory per week)
The Principals/Head Masters should also monitor the VTs to follow the Syllabus and curriculum of the Vocational Text Books as per the Ensure that the entire vocational content designed is delivered in the classroom within the stipulated time. Ensure quality parameters are met.
Ensure conduction of internal assessments of students on a weekly/ monthly basis as per the assessment pattern set up for the domain and should ensure the entry of assessments marks in Central Marks Register like other subjects.
Monitor and guide the guest lecturers organized by the VCs/VTPs from domain related experts working in industry.
Monitor and guide the domain specific Industry/Field Visit conduct by the VCs/ VTPs as per the guidelines.
Guide and aware parents & students on NSQF that is student’s mobilization by counseling the parents and students by involving the VCs and VTs in the awareness campaigns.
Monthly / Quarterly / Half Yearly / Annual review on progress of students and other Vocational Education Programme related activities and facilities and reporting to State Office through route channel from District Office.
Administrative:
The Vocational Trainers (VTs) appointed by Vocational Training Partners (VTPs) will be positioned by the allocated Vocational Training Partner (VTP) to Schools and the VTs will work under the guidance of the Principal/Head Master and the
The Principal/Head Master has to ensure the services of VTs only for Vocational Education academics.The VCs appointed by the VTP to coordinate the Vocational Education Programme implementation in Schools of the specifc trade.
Making available necessary infrastructure like class rooms, materials, laboratory, etc.
Formation of a functional Sub-committee of parent-teacher committee for administrative responsibilities such as Science Fairs, Skill Activities, Students Enrollment, etc.
Vocational Teachers honorarium should be paid based on the Vocational teachers can avail only 12 days casual leave in the academic year with the prior approval of the Head of the School concerned.
Maternity/Paternity leave decision will be taken by the VTP. In the case of a VT availing Maternity/Paternity leave, VTP has to make alternate
If any Vocational teacher is absent for more than continue seven (7) working days without intimation or ten (10) working days with intimation (a copy of the leave application should be sent to the SSA through Head of the school concerned), SSA will impose a penalty on concerned VTP. If any such violation is reported twice in a year, he is liable for discharge from services.
The Principal/Head Master of the school has to report the joining of the Vocational Teacher to the SSA Head Office and maintain separate attendance register and other details of each teacher.
Separate Cash Book, Stock Register, Attendance Register for Students & Teachers, Leave Register for Vocational Teacher has to be maintained.
Lab Establishment & Maintenance of Tools & Equipment:
The responsibility of complete Lab set-up and maintenance is laid with Principal/HM.
The equipment, Raw Material for laboratory/workshop will be provided by State Samagra Shiksha /District Educational Officers & Ex- Officio Project Coordinators and Additional Project Coordinators by the procedures laid down in the SSA Financial Manual.
The Principal/Head Master should take the support of VTs/VCs in setting up of the lab with ad-hoc tools and equipment specifed for each
The major list of items will be provided by State Office and the maintenance of these tools and equipment is again due responsibility of the Principal/Head Master.
The VT has to report to Principal/Head Master while taking and submitting the lab equipment’s on the day of Practical.
The projector and other equipment/furniture may be allowed to use by all trades on need purpose.
Attendance, Guest Lectures, Industrial Visits & Monitoring Visits and Principal / Head Master / Student Feedback formats:
The plan and execution of Guest Lecture and Industrial visit will be made by the VT/VC with prior permission from Principal/Head Master.
The Principal/Head Master has to engage 2 staff to be associated with the students during Industrial visit under the condition that availability of a lady staff/faculty in case of the girl students attending the Industrial
The head of the school must send complete report of Industrial visits along with photographs by email to the SSA.
The formats developed by SSA will be given to the VTPs tobe submitted with proper information duly signed by the Principal/Head Master and therefore the Principal/Head Masters has to verify and sign the formats submitted by the VT/VC.
Financial responsibilities:
The financial matters pertaining to Industrial visits such as vehicle transport, student snacks, visits of facilitation by the VT to the visit place etc. The Principal/Head Master has to support for facilitation and acknowledge the receipts of expenditure for this purpose irrespective of the sanctioned amount to VTP.
The Guest lecturer honorarium of Rs. 750/- per one lecture for each Level for each trade will be taken care by the VTP.The Principal/Head Master has to acknowledge the receipts of expenditure for this purpose.
The other expenditure like Internet, Contingencies includes purchase of raw materials such as charts, colour sketches, drawing materials (Pens, Pencils, Scale, eraser, sharpener,etc.), threads,maintenance/minor repairs of ad-hoc tools should be provided from the amount deposited to Schools by SSA under Vocational Education grant and follow the orders issued by SSA for the purpose of the amount deposited. The purchase records should be maintained separately for this purpose. The Budget provided for Vocational Education should not utilized for other than Vocational Education, if found any deviation Principal/Head Masters will be liable for disciplinary action

All the District Educational Officers & Ex- Officio Project Coordinators and Additional Project Coordinators, Samagra Shiksha in the state are requested to communicate the instructions to Head Masters and Principals of concerned Schools which are implemented the Vocational Education in the State.
