The attention of the Regional Joint Director of School Education, Guntur/DEO, Nellore & Tirupati is invited to the reference 5th read above. The Government have issued certain clarifications on the request for an amendment to G.O.Ms.No.62, Fin (HR.I- Plg. & Policy) Dept., Dt: 03.04.2022 with respect to the problems faced for drawing salaries of the staff working in the re-organized districts. In respect of the Superintendent/Auditor post of erstwhile Nellore district, the Government have issued the following clarification:
“since the person working as Auditor at Nellore is the senior most among the Superintendents/Auditors permission is accorded for retaining of Auditor post in O/o. DEO, Nellore duly reallocating the post of Superintendent to O/o. DEO, Tirupati”.
Therefore, the Regional Joint Director of School Education, Guntur/DEO, Nellore & Tirupati are instructed to make necessary changes in the cadre strength of Superintendents/Auditors in the above districts in coordination with the District Treasury Officers concerned.
Further, all the District Educational Officers of the erstwhile (except East Godavari, West Godavari, Krishna & Kadapa) districts are informed that Government in the reference 5th read above have issued the following clarification in respect of Clerk cum Typist & Typist posts:
“since the two posts are two different categories/cadres, it is informed that to post the personnel in the relevant post only”.
Therefore, the District Educational Officers, Bapatla & Sri Satya Sai District are requested to take necessary action as follows:
The District Educational Officers in the state are instructed to take necessary action as per the above clarification in coordination with the District Treasury Officers concerned without any discrepancies in claiming salaries of the employees in future.
The receipt of the proceedings should be acknowledged forthwith.

The attention of the Commissioner of School Education, is invited to the reference cited, wherein while noticing the problems being arised/faced for drawing the salaries of the staf working in re-orgranized districts, has proposed certain amendments to the G.O. Ms. No. 62, Finance (HR.I-Plg. & Policy) Department, Dated: 03.04.2022.
In this regard, he is requested to take necessary action as follows:-
i. In respect of (4) Districts i.e., Anakapalli, Eluru, NTR & Tirupati, the Assistant Director is designated as “District School Education Officer”, vide G.O.Ms.No.62, Fin. (HR.I-Plg. & Policy) Dept., Dt.03-04-2022. There is no sanctioned post of District Education Officer in those (4) Districts, and hence, it is not possible to draw the salary unless sanctioned/allocated post of DEO in those Districts. Therefore,he is advised to continue with the allocated post of Assistant Director which is designated as “District School Education Officer” in those Districts.
He is therefore, requested to submit the necessary proposals, for posting the Asst. Directors to the said 4 new Districts, instead of DEOs, and also to post the regular DEOs who are now working in the said (4) districts, to erstwhile (4) districts,to overcome the problem of drawing salaries.
ii. In respect of Assistant Director posts, permission is accorded to reallocate the excess Assistant Director posts in Tirupati & Vi-
zianagaram Districts to the needful Districts, where there is only one post of Assistant Director is allocated during provisional allocation of posts in G.O.Ms.No.62, Fin. (HR.I-Plg. & Policy) Dept., Dt.03-04-2022.
iii. In respect of Assistant Commissioner for Govt. Examinations & District Coordinator posts, there is no need of entire re-allocation of Assistant Commissioner for Govt. Examinations & District Coordinator posts as proposed by the CSE. Permission is accorded to reallocate either one of the posts as per the choice of the Department, from the Districts, where both the posts were allocated to the needy Districts, where there is nil allocation.
iv. In respect of Auditor/Superintendent posts, since the person working as Auditor at Nellore is the senior most among the Superintendents/ Auditors, permission is accorded for retaining/reallocation of Auditor post in O/o. DEO, Nellore duly reallocating the post of Superintendent to O/o. DEO, Tirupati.
v. In respect of Clerk& Typist posts, since the two posts of Clerk & Typist are two diferent categories / cadres, it is not possible to accord permission to draw salaries vice versa. He is advised to post the personnel in the relevant post only.
vi. In regard of provisional allocation of regular posts of Data Entry Operators, he is requested to furnish the detailed justification for not allocating them at the time of issue of G.O.Ms.No.62, Finance (HR.I & Policy) Department, Dated: 03.04.2022.
