Backward Classes Welfare Department – Extending the Reservation facilities to “Munnuru Kapu” caste which is included in the list of Backward Classes under Group-D wits SI.No.20 hitherto restricted to “Telangana Region” in the Combined State of Andhara Pradesh is now extended to “Chintoor, Kunavaram, V.R.Puram and Yetapaka
(4) mandals” of Combined East Godavari District and “Kukunoor, Velairpadu and Bhurc ampadu (3) Mandals” of Combined West Godavari District after their demerger from Telangana State and transfer to the State of Andhra Pradesh as per the Andhra Pradesh Reorganization (Amendment) Act, 2014 (Act No.19 of 2014 ) also without increasing the percentage of reservation-Orders-Issued.

ORDER:-
in the reference 1st read above, Government have issued orders for including the caste “Munnuru Kapu” in the list of Backward Classes under Group-D with Serial No.20, with a restriction to “Telangana Region” in the Combined State of Andhra Pradesh.
2. In the reference 2nd and 3rd read above, the Project Officer, ITDA, Chintoor, East Godavari District and the Collector & District Magistrate, East Godavari District while enclosing the representations of certain residents of Chintoor, Kunavaram, V.R. Puram and Yetapaka mandals, have requested to include the Munnuru Kapu community under BC-D category in the list of State of Andhra Pradesh to obtain caste certificates by the residents of said community people in the those mandals and also requested to issue necessary instructions / clarifications in the matter.
3. In the reference 4th read above, the Collector & District Magistrate, West Godavari District has submitted that, the Munnuru Kapu Community people were migrated to Andhra Pradesh from Telangana due to two (2) mandals, namely, Kukunoor and
Velairpadu were demerged from Telengana State and transferred to West Godavari District, Andhra Pradesh and requested to give necessary instructions to PD, CMRO to enable Munnuru Kapu Caste in the Mee-Seva logins exclusively for Kukunoor & Velairpadu Mandals.
4. In the reference 6th read above, the A.P. State Commission for Backward Classes, have submitted its report on the above said issue at Part-II.

East Godavari and West Godavari and the report submitted by the A.P. State Commission for Backward Classes, have decided to bring suitable amendment to the corresponding entry in the list of Backward Classes so as to facilitate fnr issuance of

Government after careful examination of the proposals of District Collectors of Munnuru Kapu Caste / Community Certificates to the people belonging to the seven (7) Mandals under consideration which were de-merged from Telangana State and made integral part of Andhra Pradesh State as per Andhra Pradesh Reorganization (Amendment) Act, 2014 (Act No.19 of 2014) and in view of the special circumstances under which these seven (7) Mandals have been merged into the residuary State of Andhra Pradesh. The (7) Mandals under consideration in place of Telangana Region as exists in the list of Backward Classes, relaxation, facilitating issue of the same Caste / Community Certificates all over the State is not recommended.
6. Further, Government have also decided to issue the following instructions / guidelines for issuance of the community certificates to the Munnuru Kapu Community people in the State of Andhra Pradesh:
(i) As usual and as per the applicability of presently existing norms, if the Munnuru Kapu Caste / Community people migrate to other places in the State of Andhra Pradesh, they can obtain Munnuru Kapu Caste / Community Certificates in those places through production of proof of belonging to these seven (7) Mandals and proof of migration from them. Such valid evidence / proof furnished by the claimants shall be got verified by the Caste Certificate issuing authorities and establish the genuineness of the claim by duly following the procedure as prescribed under Act No.16 of 1993. The claimant shall furnish any documentary evidence in this regard. Apart from establishing the nativity of their ancestors, the claimant shall also furnish valid proof that he or she belongs to
Munnuru Kapu Caste.
(ii) The Collector & District Magistrates of East Godavari and West Godavari Districts shall get the additional requirements to be met by the Caste Certificate issuing authorities while issuing the Munnuru Kapu Caste Certificates as it is confined only to seven mandals, i.e., Chintoor, Kunavaram, V.R. Puram and Yetapaka (4) Mandals of combined District of East Godavari and Kukunoor, Velairpadu and Bhurgampadu (3) Mandals of combined District of West Godavari as of now; and
(iii) The Chief Commissioner of Land Administration, Gollapudi, A.P. shall take necessary steps for incorporating necessary software changes in Mee Seva Portal for issuance of B.C. Caste Certificates to Munnuru Kapu people residing in
7 mandals which were demerged from Telangana State and merged in Andhra Pradesh State and as per the above said guidelines of the Government.
7. The Chief Commissioner of Land Administration, A.P., the Director, B.C. Welfare, A.P. and all the Collector & District Magistrates in the State of Andhra Pradesh shall take necessary action accordingly.
