This communication serves to bring the attention of the DEOs/APCs in the state the recent indiscretions in the process of appointing Sectoral/Assistant Sectoral Officers in various districts. It has been observed that the current method of submitting proposals for the ratification of appointments does not align with the prescribed procedure. Hence, it is imperative to take immediate corrective action to uphold the standard protocol for such appointments. The Commissioner of School Education has already issued directives to prevent further occurrences of such irregularities.
In order to ensure a fair and transparent appointment process, the following procedure is hereby outlined for your strict adherence:
1. A formal notification is to be issued inviting eligible candidates to apply for vacant positions of Sectoral/Assistant Sectoral Officers. This notification must clearly outline the eligibility criteria and application process.
2. All received applications should be placed before the District Selection Committee, chaired by the District Collector, for thorough evaluation. The committee is tasked with scrutinizing and shortlisting the candidates based on the established criteria.
3. After the District Selection Committee’s evaluation, the selected candidates’ proposals must be presented to the State Project Director for a comprehensive review.
4. Appointments shall be done only after receiving proper approval from the Commissioner of School Education. It is imperative that the practice of seeking ratification for approval be discontinued, and strict adherence to the outlined procedure is maintained. Any deviation from this procedure will not be entertained.
The District Educational Officers/Additional Project Coordinators shall implement the procedure diligently to ensure that only the most qualified candidates are appointed to these crucial positions.
