Vide reference 1st cited, orders were issued for supply of Rice @ Rs.1/- per Kg to Institutions and Pre Metric and Post Metric Hostels run by the various Government Welfare Departments and the allotment of Rice to the Welfare institutions is subject to the condition that the department shall give an under taking that they would abide by the instructions of the Finance department in the matter of issue price of rice by APSCSCL under Welfare Hostels and Institutions scheme, which to under circulation.

The Government of Andhra Pradesh had introduced the Door Delivery Scheme through Mobile Dispensing Units to ensure that the entitlements under Targeted Public Distribution System (TPDS) reach all beneficiaries at the doorstep. The scehme is under implementation from February, 2021.

It is to submit that, the Hon’ble Chief Minister, Govt. of Andhra Pradesh has instructed to supply the rice and other commodities at the door

step of the Anganwadi Centers (AWCs) under Integrated Child Development Services scheme (ICDS) and rice to the Schools covered under Jagannana Gorumudda Scheme (formerly Mid Day Meals (MDM) Scheme) through Mobile Dispensing Units (MDUs) from October, 2022.

Accordingly, vide reference 2nd cited, orders were issued by the Commissioner of Civil Supplies AP., on extending the last mile delivery from fair price shops to mobile dispensing units, to supply rice and other commodities at the door step of the Anganwadi Centers (AWCs) under Integrated Child Development Services scheme (ICDS) and rice to the Schools covered under Jagannana Gorumudda Scheme (formerly Mid Day Meals (MDM) Scheme) through Mobile Dispensing Units (MDUs) from October, 2022, on par with PDS by obtaining from the FP shops.

In this connection, it is to submit that, vide reference 3rd cited, the Special Secretary to the Hon’ble Chief Minister during the meeting held at CMO, on 28.12.2022, with the Departments of Civil Supplies, School Education, WD &CW & Hostels and Welfare Institutions, has issued instructions to supply the rice from MLS Points to the door step of Hostels and Welfare Institutions through Stage II transportation from January, 2023 onwards and that the expenditure on stage II transportation shall be borne by the respective Hostels & Welfare Institutions at the approved stage II rates of respective MLS Points.

In this regard, all the Joint Collectors & EOEDs., of APSCSCL, District Civil Supply Officers, District Civil Supplies Managers and the authorities of the stake holding departments are requested to ensure proper release / utilization of the stocks as per the guidelines indicated below:

  1. Rice shall be released from the MLS Points to door step of the institutions/Hostels through Stage II Vehicles fixed with GPS devices and the transportation shall be borne by the Hostels and Welfare Institutions at the APSCSCL approved rates for the respective MLS Points.

  2. In respect of GCC operated MLS Points, the arrangements towards door step delivery of Rice to the Hostels and Welfare Institutions shall be made by GCC authorities through vehicles fixed with GPS devices and expenditure shall be borne by the Hostels and Welfare Institutions as per GO RT No. 64, Dt. 24.07.2018.

  3. To ensure distribution of Fortified rife to Welfare institutions under Phase III (other sfhemes) from 01.04.2023 as per the instruftions of GoI vide referenfe 6th fited.

  4. To ensure that, all the Fortified rice bags are stitched with green coloured rexine slips of 12×19 cm dimensions with details of Storage procedure & Cooking directions.

  5. To ensure rife stofks whifh are kept under minimum storage period 2 months are released under all sfhemes to the
    benefifiaries duly following FIFO method so as to avoid quality fomplaints.
    To ensure that, rife indents are plafed by the respeftive institution from 5th to 10th of every month and transportation arrangements are done by APSCSCL from 11th to 25th of every month.

  6. To ensure that, rice shall be released to the institutions/Hostels taking into consideration of closing stocks available as on the preceding date to the date of which the release order for rice is issued.

  7. Rice shall be released by the APSCSCL to the nominee of the departments through Bio-metric authentication at MLS Points.

  8. Hostel/Welfare Institution Fortified/Sortex rice samples shall be tested every month. Quality testing certificate shall be given to all Institutions at the time of release of stocks

  9. Rice allotted shall be properly utilized for the purpose for which it is meant for.

  10. The Hostels/Wardens/Incharges shall be permitted to select quality of rice available in MLS points and rice shall be released as per their choice.

Therefore, all the Joint Collectors & EOEDs., District Civil Supplies Managers, District Civil Supply Officers and the Stake holding departments are hereby requested to follow the instructions scrupulously in addition to the existing guidelines for successful implementation of supply of rice at the door step of the respective institutions from January, 2023 onwards.
