ORDER:
In the letter 2nd read above, the Registrar, Dr. NTR University of Health Sciences, Vijayawada has informed that the State Chief Commissioner of the Bharat Scouts & Guides, Andhra Pradesh stated that the Higher Education Department has issued orders providing 0.5% reservation (horizontal) to Rashtrapathi Award Certificate holders and other certificate holders of Bharat Scouts and Guides, Andhra Pradesh for admission into professional courses in recognized professional colleges and universities in Andhra Pradesh on par with NCC Certificate holders duly prescribing certain guidelines and requested to issue necessary amendments for implementing duly providing 0.5% reservation (horizontal) to Rashtrapathi Award Certificate holders and other certificate holders of Bharat Scouts & Guides, Andhra Pradesh for admission into MBBS/BDS courses on par with NCC certificate holders.
The Government after careful examination of the proposal have decided to include 0.5% reservation (horizontal) to Rashtrapathi Award Certificate holders and other certificate holders of Bharat Scouts & Guides, Andhra Pradesh for admission into MBBS/BDS courses.
Accordingly, the following notification will be published in an Extraordinary issue of the Andhra Pradesh Gazette, Dated: 15.10.2022
NOTIFICATION
In exercise of the powers conferred by sections 3 and 15 of the Andhra Pradesh Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee) Act, 1983 (Andhra Pradesh Act No.5 of 1983), the Governor of Andhra Pradesh hereby makes the following amendment to the Andhra Pradesh Government Professional Institutions (Regulations of Admissions into Under Graduate Medical and Dental Professional Courses) Rules, 2004 issued in G.O.Ms.No.183, HM&FW (El) Dept., Dt. 30.06.2004 and subsequently amended from time to time:
AMENDMENT
In sub-rule (3) of Rule 9 of the said rules, under item(a), the following shall be added;
“Rashtrapathi Award Certificate holders and other certificate holders of Bharat Scouts and Guides … 0.5%
The following shall be added after Note of item (b) of Sub-rule (3) of Rule 9: Rashtrapathi Award Certificate holders and other certificate holders of Bharat Scouts and Guides. The State Chief Commissioner, the Bharat Scouts & Guides, Andhra Pradesh.

ORDER:
In the G.0.1st read above, the Higher Education Dept has provided 0.5% reservation (horizontal) to Rashstrapathi Certificate holders of Bharat Scouts and Guides and other certificate holders of Bharat Scouts and Guides into professional courses in recognized professional colleges and Universities in Andhra Pradesh.
In the letter 2nd read above, the Registrar, Dr. NTR University of Health Sciences, Vijayawada has proposed for providing 0.5% reservation (horizontal) to Rashtrapathi Award Certificate holders and other certificate holders of Bharat Scouts and Guides, Andhra Pradesh for admission into Government Medical Colleges and Private Un-aided Non-Minority Medical Colleges in the State.
The Government have issued orders providing 0.5 % reservation
(horizontal) to Rashtrapathi Award Certificate holders of Bharat Scouts and Guides and other certificate holders of Bharat Scouts and Guides for admission into Government Medical Colleges and Private Un-aided Non-Minority Medical Colleges in Andhra Pradesh vide references 3rd and 4th read above. While implementing the above reservation, the following guidelines shall be followed:
- The Rashtrapathi Award Certificate shall be the Highest Certificate in the Boy-Girl Programme of Bharat Scouts and Guides;
- The Hon’ble President of India the Chief Patron of Bharat Scouts and Guides India will affix his personal signature on the certificates issued and presents the same to the qualified Scouts and Guides at a National level program;
- The examination for the Rashtrapathi Award Certificate shall be conducted by the National Headquarters of Bharat Scouts and Guides, New Delhi for all the eligible candidates of all the States;
- A candidate requires to pursue a 13 year certification program before achieving the Rashtrapathi Certificate as indicated below:
- Qualifies in Pravesha after completion of 10 years of age
- Qualifies in Prathama Sopanam
- Qualifies in Dwitiya Sopanam
- Qualifies in Tritiya Sopanam
- Finally qualifies in Rajya Puraskar Award Certificates
All the above requires to pursue certification courses, active participation and commitment to the Bharat Scouts & Guides training programme and philosophy for over 13 years, i.e., almost throughout the School and Intermediate stage of education.
A candidate between age group of 15 – 18 years after completion of all above courses can only enter into Rashtrapathi Award Certificate Programme.
The Registrar, Dr NTR University of Health Sciences shall take further necessary action in the matter.
