The Secretary, BIE, in the reference read above, has submitted proposal for constitution of a Committee, to study the feasibility of Integration of the School Education and Intermediate Education Departments, with reference to the various statutory provisions and formulate policy guidelines for restructuring and transformation and to evolve suitable strategies in line with the mandate under NEP by implementing the recommendations of N.E.P. for transition to the C.B.S.E. curriculum based Education in the State.
Accordingly, Government after careful examination, hereby constitute a Committee with the following members to study the feasibility of Integration of the School Education and Intermediate Education Departments, and submit its recommendations in the matter.
1) Commissioner of School Education.
2) Commissioner of Intermediate Education.
3) Project Director, Samagra Siksha Abnayan.
4) Director, S.C.E.R.T.
5) Joint Secretary [Academic and Accounts].
6) Joint Director [Services], O/o the C.S.E.
7) Prof. Sri N. Venkata Rao, Vice-Chancellor, Dr. B.R.Ambedkar University, Srikakulam.
8) Sri Veerabhadra Reddy, Retired Additional Director (School Education).
The following are the Terms of Reference of the Committee:
- The Intermediate Education and School Education are in two different local cadres. Intermediate Education is in Higher Education local cadre as per G.O.Ms.No.572, Education Department, Dated: 24.05.1976 and School Education is in School Education Local Cadre as mentioned in G.O.Ms.No.529, Education Department, Dated: 14.05.1976.
- To propose and recommend the design of the various Directorates under the Commissioner of Intermediate Education, Board of Intermediate Education and the Commissioner of School Education.
- Methodology for re-structuring of the Offices in both the Departments at the appropriate level with suitable and defined roles, responsibilities and functions.
- To evolve Human Resource Policy to ensure service protection as far as may be feasible and formulate the Unified Service Rules in case of Unification, separate service guidelines in case of integration and combining the existing systems in case of merger duly complying with all necessary statutory provisions as suitably amended from time to time.
- For making appropriate recommendations on the request of the Board of Intermediate Education employees to merge with the Government Department of Commissioner of Intermediate Education.
- To cause unification of the Vocational Schemes under the School Education and the Intermediate Education adopting the national skill quality frame work, and induction and capacity building training to the Teachers and Principals and Administrators at all levels.
- To suggest suitable hierarchy and architecture for creation of a School Education administrative service from the Head of the Department level to the High school plus.
- The Committee shall submit its report by Aug 31st.
