In the references 1″ to 3d read above, the Government and the Commissioner of
School Education, A.P., Amaravathi have accorded permission to implement the order of
Hon’ble APAT, dated: 26.07.2017 in O.A.No:4336/2016 regarding sanction of Notional Seniority to the candidates who were selected through DSC-2008 but appointed on later dates due to non availability of vacancies in DSC 2008, on par with the candidates who
were appointed through DSC 2008 in I”batch in the district.In the reference 4″ & 5″ read above, the Government and Commissioner of School
Education, A.P., Amaravathi have issued instructions to sanction of Notional Seniority asper FR 26 (aa), according to which, “the pay of the Government Servant whose date of seniority has been revised and fixed from an earlier date, pay may be re-fixed on the basis of notional duty in the post from time to time. For this purpose, the periods for which the Government servants concerned
would have officiated in the higher post if he had been promoted actually on the date may be reckoned and weight age for only such periods given from the notional date of promotion. The non-qualifying
period like extraordinary leave suspension etc, should also be deducted”. And in the ref. 6 cited,the same was communicated to all the Headmasters and Mandal Educational Officers and Deputy Educational Officers in the district for necessary action.
The Mandal Educational Officers and Headmasters of the Schools concerned are
hereby reminded to take necessary action for extending the Notional Seniority to all the
candidates (SGTs) who were appointed on later dates due to non-availability of vacancies
in DSC-2008 on par with the candidates who are appointed in DSC-2008 in the first batch
i.e.,03.11.2010.
Receipt of these proceedings should be acknowledged.
Further, the Headmasters and the Mandal Educational Officers concerned are
requested to fix their pay in accordance with the Fundamental Rule 26 (aa) and Notel,2,3,4
and allow the Monitory benefits from their date of joining and further instructed to strictly
follow the rules to avoid further legal complications and submit compliance report to theundersigned.
