25.05.2023. - Death of Student occurred on 25.09.2024 at Patharlapalli
village, Ranasthalam Mandal in Srikakulam District.
Vide circulars in the reference 1st and 2nd cited above, instructions were issued regarding precautions to be taken during construction.
In the subject referred above, Krishnam raju, the student of ZPHS Patharlapalli, Ranasthalam mandal of Srikakulam District died as the beam fell on the boy.
This a case of gross negligence on the part of the executing agency, head
master and the school management committee.
All the concerned Engineers,Head Masters,Mandal Educational Ofcers,
Additional Project coordinators, District Educational Ofcers and Executing
agencies are directed to follow the instructions issued earlier vide the
references cited above and also follow the directions given hereunder to
prevent recurrence of such tragic incidents and save precious lives.
The following instructions are reiterated once again for strict compliance
by all concerned.
- Head Master Should Walk around the school site with the
Engineer/Parents Committee to identify major risks and potential
hazards including sharp objects. - Ensure the construction zone is separated from the school site i.e.,
fenced with safety tapes available in the market. - Identify safe travel routes around the construction site for staf and
students. - Provide separate access times for machinery, equipment, Materials
and removal of waste from site i.e., before or after school hours. - Ensure that there is no access to the construction zone for school
staf, students, or others. The entire construction site should be
cordoned. - Provide Caution boards at the work Sites to prevent accidents.
Special care should be taken near open and excavated pits - Playing in and around the construction site should be banned and
the same should be notifed to all the students through notice boards
and by giving instructions during assembly. - Additional care should be taken where power lines are falling near
the working area.
All the Engineers of the Executing agencies shall conduct a safety
precautions in the next 7 working days in all the schools where
construction and major repairs are being taken up. Concerned Executive
engineers shall take up this audit and send the report to Commissioner
School Infrastructure by 03.10.2024 positively. The expenditure for
providing these safety measures will be reimbursed.
All the concerned ofcers,SMC members are directed to comply with these
instructions in letter and spirit and ensure that such tragic and unfortunate
incidents do not recur.
Concerned Head Master and Mandal Engineer should verify and sign the
enclosed Safety audit check list after completion of safety audit.
